Will it hold on a case file?
On a hard plastic or laminated file cover, yes. On uncoated card or a paper folder the adhesive will not key in.

How do I apply it so it actually stays on?
Clean the surface with an alcohol wipe and let it dry fully. Peel the backing, position the piece, then press firmly for about thirty seconds. Leave it a full day before exposing it to water.

Will it leave a mark if I take it off?
No, it comes off without leaving a mark on the surface. If the adhesive is still intact you can stick it somewhere else, and if it has worn off, a small piece of 3M double sided tape will hold it on the new surface.
